Riggs Abney's home office is located in the historic Frisco Building, situated where 6th and 7th streets converge, approximately one-half block east of Houston Ave.  The entrance to the Frisco Building is located on sixth street.

The federal and state courthouses are located one block from the Frisco Building, and the Doubletree Downtown is located across the street from the Frisco Building at 661 West 7th Street (918) 587-8000.

  • Page, David P.

    Mr. Page is an attorney with over 20 years experience in addressing complex issues concerning federal and state environmental laws. His practice includes both environmental litigation and regulatory and permitting compliance. His litigation work has emphasized expert analysis, environmental proof and forensics. Mr. Page has also worked extensively in the areas of compliance and permitting providing expert consultation and advice under the Clean Water Act, the Resource Conservation & Recovery Act, the Clean Air Act, and the Safe Drinking Water Act. Mr. Page’s practice and expertise also focuses on CERCLA (Superfund) and Natural Resource Damage (NRD) issues and cases which, together with his compliance and permitting work, have allowed him to be actively engaged in meetings and negotiations with EPA staff at Regions I, IV, VI, VII & IX, and EPA Headquarters in Washington, DC. Mr. Page has also worked extensively on environmental issues before state agencies across the United States including projects in the States of Alabama, Arkansas, California, Colorado, Florida, Georgia, Illinois, Kansas, Louisiana, Massachusetts, Michigan, Nebraska, New Jersey, New Mexico, New York, North Carolina, Oklahoma, Pennsylvania, South Carolina, Tennessee and Texas.     Throughout his professional career, Mr. Page has established a reputation for innovative problem solving concerning complex legal and technical issues. Mr. Page is well known for his ability to work with technical experts in developing and presenting concise and compelling cases. Because of his broad legal expertise and ability to work with scientists and engineers, Mr. Page’s advice is routinely requested in scoping and planning overall environmental strategies at sites.

    Some of Mr. Page’s projects that involved innovative approaches include:

    - Represented the Cities of Blackwell and Bartlesville, Oklahoma on the first Superfund State Deferral Project (CERCLA) under USEPA’s Superfund Accelerated Cleanup Model.

    - Conceived, negotiated and helped to successfully implement the first clean closure of an RCRA permitted TSD facility using risk analysis principles.

    - Conceived, organized and helped to successfully implement an environmental tracking/management system for the discontinued operations (sold and divested) of a major integrated oil and gas company.

    - Actively participated in the USEPA “Reg-Neg” (Regulatory Negotiation) to develop the Aerospace hazardous air pollutant (NESHAP) rules.

    -Conceived and implemented a PRP investigation and environmental release tracking system at a major multiple-tenant, eighty-year old, multi-use industrial facility that had groundwater contamination of a sole-source aquifer.

    - Negotiated and helped implement multi-faceted risk-based cleanups at the Miami, San Francisco and Boston International Airports.

    - Negotiated the major mobile source air quality rules for airports and airlines within the South Coast Air Quality Management District (Southern California).

    - In support of a Natural Resource Damage case, designed and implemented (with key scientist) the collection, organization and presentation of the causation, injury and damage evidence surrounding significant non-point source pollution of surface and ground water covering more than 1,000,000 acres over a 60 year period.

    - Successfully assisted in permitting two hazardous waste injection wells (only five permitted wells were in existence at the time of the permit issuance).

    - Successfully negotiated with the EPA regional office and the state environmental agency a workout/compliance program for a RCRA TSD facility that had numerous RCRA waste management violations. No fines, penalties or NOV’s were issued or assessed.

    - Negotiated with EPA Regions IV and VI, along with EPA Headquarters, an EPA Guidance Memorandum addressing CERCA/CWA release and reporting requirements related to aircraft de-icing operations.

    - Successfully negotiated an agreement with State and Federal environmental authorities for the use of risk analysis to allow closure in place significant waste management facilities at a large petroleum refinery.

    - Negotiated with USEPA a national general storm water permit for airports; and with the Oklahoma Department of Environmental Quality the statewide general storm water permit for construction sites.

    - Identified, designed and supervised the collection for evidence concerning the Department of Defense (DOD) responsibilities for contamination a former DOD facility – now a private industrial complex.

    - Managed expert analysis concerning carbon black production and associated air releases involving environmental claims at facilities located in the United States and Germany.

    - Provided legal analysis and directed evidence collection and expert analysis in order to determine the age/history of releases to allocate responsibility for environmental contamination from oil and gas exploration and production at legacy oil field in West Texas and Eastern New Mexico.

    - Assisted and helped manage (with technical experts) many environmental due diligence projects to evaluate the risk of purchasing obtaining historical operations at multi-state manufacturing facilities.

    Since passing the bar in 1982, Greg James concentrated his legal services in insurance law, insurance defense, prosecution of personal injury claims, and oil and gas litigation.   • Riggs, David M.

    David Riggs was born in Sand Springs, Oklahoma, in 1937. He attended the Sand Springs public schools, graduating from high school in 1955. He received his B.A. Degree from Phillips University in 1959, majoring in English and philosophy, and earned a Master’s Degree in Philosophy from Oklahoma University in 1962. David was student body president both in his high school and in college and was captain of his college baseball team.

     
    David worked at the Tulsa County Juvenile Court from 1960 until 1970, first as a counselor of delinquent and neglected children and later as an administrator and referee of the court. He attended law school in the evening division of the University of Tulsa College of Law during the time he was employed at the Tulsa County Juvenile Court, obtaining his law degree in 1968. He ranked first in his class academically and was editor-in-chief of the Tulsa Law Journal, winning numerous awards and academic honors.

    David was elected to the Oklahoma House of Representatives in 1970, and in 1986 was elected to the Oklahoma State Senate. He served 18 years in the State Legislature, retiring in 1988 to practice law full time.  David and three other graduates from the TU Law School established the firm in 1972.  He remains active as a senior partner today.

    David maintains a general law practice with an emphasis on civil litigation. He and his wife, Arleen, live in Osage County north of Sand Springs. They have five adult children and seven grandchildren. David remains active in civic affairs in the Tulsa area and serves as a board member of numerous public service organizations. Most of David’s volunteer work has been devoted to protecting the natural world. At one time he was Chairman of the Board of our state’s three most important environmental organizations. He was Chairman of the Oklahoma Wildlife Conservation Commission, Chairman of the Board of the Oklahoma Nature Conservancy and Chairman of the Board of the Sutton Avian Research Center.

    David’s public service has generated awards from more than 25 organizations, including the ACLU, the Oklahoma Human Rights Commission, the Oklahoma Press Association, the Oklahoma Chapter of the National Association of Social Workers, the Oklahoma Nature Conservancy and others.

  • Thompson, Rex W.

    Mr. Thompson's areas of practice include personal injury, workers' compensation, employment law, administrative hearings and other areas of civil litigation. He represented the Oklahoma Public Employees Association, an association of more than 10,000 employees, for 15 years, handling matters from internal grievances to appeals of suspensions without pay, demotions, and wrongful discharges in front of the Oklahoma Merit Protection Commission against about every state agency. He has also represented numerous individuals on administrative hearings, defending actions taken against their licenses. He has represented the Oklahoma Turnpike Authority before the Oklahoma Merit Protection Commission and in other personnel matters. He has written personnel policy manuals for private and public entities. He has practiced before the Oklahoma Workers' Compensation Court for more than 15 years, representing both Claimants and Respondents. He has represented Plaintiffs and Defendants in all three of the United States District Courts of Oklahoma in employment litigation.

    Ashley R. Webb has recently joined Riggs, Abney, Neal, Turpen, Orbison, & Lewis. He graduated with a B.A. from Northwestern University and a J.D. from Washington University in St. Louis. He is a member of the Tulsa County Bar Association and the Oklahoma Bar Association.

    Mr. Webb spent the last four years as a criminal trial attorney in the Office of the Tulsa County Public Defender.
